When the funding rate is negative, shorts pay longs. Many then bet on falling prices with leverage; if the market turns up, they have to buy back, and the price can rise fast (short squeeze). The funding rate takes the coin of the candle and shows the last settlement; the 8-hour cooldown reports at most once per settlement.
